Affordable High-rise ETOD

5853 North Broadway is a 100% affordable Equitable Transit-Oriented Development (ETOD) in Chicago’s Edgewater neighborhood, strategically positioned adjacent to the Broadway Armory and Thorndale Red Line station. This 11-story building will provide 90 rental apartments to address the loss of affordable housing in an area facing rising costs and demographic shifts. The development offers a mix of 1, 2, and 3BR units, with 85 units dedicated to households earning less than 60% AMI and 5 units for households earning less than 30% AMI through All Chicago’s “Moving On Units” program. 


The project replaces an underutilized city-owned building and parking lot with a vibrant residential community that exceeds accessibility requirements. Amenities will include an on-site management office, a 4th-floor roof deck, a community room, and “The Study” – a space where children can do homework or engage in quiet activities. The building provides covered one-to-one bike parking with limited vehicle parking due to transit access. 


The design evolved through community engagement, incorporating feedback on height and materials. Massing breaks create visual interest, material and color changes articulate the façade, and a warm color palette complements neighboring buildings. Private outdoor spaces, including a south corridor garden and north bicycle plaza, offer residents dedicated areas to enjoy. The development creates a pedestrian-friendly presence along Broadway while providing much-needed affordable housing in a transit-rich location. 


The building will obtain multiple green certifications, including DOE Zero Energy Ready Home, the ComEd Affordable Housing New Construction program, and Energy Star, while incorporating green roofs and a solar-ready roof.
